Kooties, that dll is part of DirectX. You should see here.

Unfortunately 4.0 uses different servers and infrastructure than 3.5 did, so 3.5 is unable to function any more.

In this case, it's more like switch from the train to the car, because the tracks have alredy been taken up. There's no going back, only going forward.
