What video game character first appeared in 1991 and has been included in numerous games since as a running gag? It is know as the 2nd dumbest creature in the universe with it's only thoughs being "swim" and "hungry".

i want to say that was Grace Hopper, but the only bug i found with anything associated with him was something with programming language too far from the original. Don't want to add a new question if i'm wrong (which, i probably am)
