Re: Frank West The reason they didn't put Chris Redfield in is that his "Ultra" move would be a rocket launcher that does a trillion damage... And we all know that's too powerful.
(Most Resident Evil games after RE2 had weapons you unlocked by completing the game, including an infinite rocket launcher than can kill ANY boss, or zombie in 1 Hit. Just check RE4..)
