on the gba version what happens when you get all the pages in the scrapbook?

If I remember correctly I don't think anything big happens. Getting the scrapbook completed does contributed to percentage of the game however so if you want 100% you'll need finish the whole thing. If you're having trouble finding them I think Cranky will give you hints about it after you've completed all the levels.
