Rise of Nations Gold works fine in 7 after installing MSXML 4.0 Service Pack 3. It appears to be the only one that supports anything past XP (not including weird versions of Windows.) Here's the exact file I used:

Despite not listing Windows 7 as a supported OS in this download, I can assure you that it worked for me. (No surprise there, 7 is really similar to Vista in a lot of ways.)
