Basics

CivCity Rome is a strategy and management game, in which your primary job is to turn small villages into grand cities that will improve the prestige of the Empire. Within the campaign mode, you will also have secondary objectives to meet, such as raising money, building houses, or defeating enemies. Controls are menu-driven; simply select with the mouse.

Housing

Your first task in founding any new city will be to provide housing for your citizens. Besides serving as places for your people to live, houses are also critical sources of tax revenue. However, your only option when building a house is a shack, which provides very little. To improve your houses, you will need to make sure they have the resources necessary to expand within their radius. For example, the shack will need water, either from a well or a cistern, to grow. Click on a house to see which resources it will need, and how far the owner will be willing to travel to get them.

Goods

Your city will also need to produce goods in order to thrive. For starters, you will need to build the basics, such as farms, in order to provide raw materials. You will also need shops to refine and sell the raw materials into goods the people can use. For example, you will need an olive grove and an olive press in order to make oil. Houses that are in range of the olive press will then go pick up oil when they need it. Excess goods are sent either to a warehouse for durable goods, or to the granary for food. Be aware that shops also have ranges, though they are larger than your house ranges. If there are no raw goods available within their range, they will do no work.

Trading

Once you have excess goods sitting around in your warehouses, you will likely want to trade them in order to increase your cashflow. You may also want to import goods you donâ¿¿t have access to in your own town. To do so, first click on the map button in the upper right corner. This will show you nearby towns you can trade with, and what goods they deal in. Choose a town, then select make trade route. Once the trade route is open, you will need a trade market on land or a port for sea trade. Each market/port will trade only a single good, so you may need several.

Research

At the top of the screen is the research button. When clicked, this will show all the technologies available for you to research. These technologies improve your townâ¿¿s production, happiness, taxes, and so on. You will want to research as soon as possible, and make sure that every time a technology is complete, that you begin a new one. At the bottom of the research screen is the tech tree button. Click this to see what technologies will eventually become available. If you choose to research a tech you donâ¿¿t have access to, the game will automatically research everything needed to get to that techâ¿¿s completion.

Military

While many of your missions are peaceful, you will have the option of playing military missions as well. Besides building and maintaining your cities as usual, you will also need to provide for your army, and watch out for enemy troops. First, you will need weapons. Iron can be mined and then smelted to make swords, for example. Then you will also need a fort. Once you have a fort and weapons available, troops will automatically be created, and they will stay at the fort. To use your troops, drag the mouse around them to select them, then right click on the ground where you want them to go. If you click on enemy forces, they will attack.

City Menu

The scroll icon in the upper right part of the screen leads to your city menu, which provides information about many aspects of your people and the city, such as their happiness level, housing status, tax rates, and so on. From here, you can also change certain options, such as ration level or work hours, that may improve your peopleâ¿¿s mood. This menu also contains the Empire screen. From time to time, you may get special requests from Rome, and you will need to use this screen to fulfill them.

Tip: Location, Location, Location

It is vitally important that you plan ahead when designing your city. Not only will you need to keep the ranges of your houses and resources in mind, but consider that some building s you may eventually need such as temples and bathhouses can be very large, and you will need to keep room available for their construction.

Tip: Make Room!

While your houses will usually upgrade automatically, this is not always the case. When a house is ready to upgrade to an insula, you will need to upgrade it manually. To do so, click on the house, then click on the green button on the right. You will then need to find a new location to put the house. You can put it on top of an existing shop to save space. The former location of the house is then freed up for other use. Just remember to place your new house in a location where it can still receive all the necessary resources. If it goes too long without, it will degrade.

Tip: All Roads Lead to Rome

Roads speed up the flow of goods around your city, so you should make sure to build roads to all your buildings as soon as possible. You may also want to research technologies such as engineering and the wheel that will improve your roads further.
