Basics
Evil Genius is a strategy/simulation game in which you control a 60's supervillain and try to take over the world. To accomplish your nefarious plans, you will need to build an underground base of operations, recruit minions and henchman, and commit crimes around the world. Evil Genius is controlled primarily through the mouse. Use the left mouse button to select a person, object, or area, then use the right mouse button to perform an action.
The Base
Your base is the center of your empire of crime, so you will need to make sure that it is both well-equipped and well-fortified. To begin building up your base, first right click on an empty area of rock, select the type of room you want to create, then drag and drop to create the right size. Once the room is laid out, you can right click and choose objects to begin placing items in your new room, even before it's built. You can also shift-click to place multiple objects of the same type. Once you're satisfied, click the build tag on the room to begin. Assuming that you have enough cash on hand and workers available, your minions will start building the room and bringing in your new equipment shortly. You can also add traps to your rooms and corridors to provide additional security from meddling agents of justice.
Henchmen
Your henchmen are your right-hand men and women, and are the most powerful members of your forces. You begin the game with a single henchman, but once you have gained additional notoriety, you will be given the option to recruit more. Your henchmen can be controlled directly, so you can direct them to go to a part of the base if it's under attack, or you can send them to kill a patrolling agent. Your henchmen also have special abilities you can trigger. Each henchman begins with only one ability, but will gain more as they kill agents and earn experience.
Minions
Your minions are the lifeblood of your operation. They run the base and carry out your schemes around the world. All minions begin as basic workers, who serve mostly to help build the base. Later on you can upgrade your minions to different specialized types, such as guards and technicians, by first capturing an example, then interrogating them. To control the number and type of your minions, click on the minion button at the bottom of the screen to bring up the minion control menu. Here, you can alter the number of each minion type as well as the number of total minions, plus you can speed up how fast new minions arrive, for an additional cost. Remember that your minions are only human, and you will need to make sure your base has rooms such as a barracks, mess hall, staff room, and so on to take care of their various needs.
Agents
The various agencies of justice around the world are constantly on your trail, and you must remain vigilant to prevent them from foiling your plans. At first, the agents that land on your island will be fairly inept, and will come in ones and twos. Even the simplest traps will be sufficient to deal with them. Later on, agents will be more organized and will come in force. Agents have different goals, which will affect their behavior. Some are tasked with recovering stolen loot, some will simply investigate your base, and some will launch frontal assaults. Make sure you keep enough minions around to deal with these intruders. Be aware, however, that your minions will not automatically attack, even if agents are wandering around inside your base. You will need to click agents, then tag them accordingly. Generally, you will want to tag them for death, but you can also attempt to weaken or capture them if you prefer. If you gain enough notoriety in the world, you will attract the attention of super-agents. These super-agents are much stronger than regular agents, and can't be killed through normal means. You will have to discover how to handle each one as the game progresses.
Tourists
Your island hideout is nice enough that unsuspecting tourists occasionally happen by on vacation, and you certainly don¿t want them stumbling over incriminating evidence. Sure, you can send your minions out to dispose of them, but that will raise suspicion. Instead, you can build a hotel on your island as a front to keep the tourists preoccupied. Once built, you can add rooms and features to your hotel just like to your base, and you can add extra wings if you need more space. You will also need social minions to run the hotel and keep things moving along.
The World Map
The World Map is where you are able to send your minions out to perform various evil acts. First, choose a section of the world, then choose the number and type of minions you want to send out. Once they have arrived, which will take a little time, you will have three options. First, you can hide, which will gain you nothing, but which will help keep the good guys off your back for a while. Second, you can steal. This is your only method of gaining cash, so you will want to keep at least some of your minions stealing at all time. Military type minions are the best at stealing, and different areas of the world have more cash than others. Third, you can plot to discover new Acts of Infamy. Your science type minions are best at plotting. Each region on the map has information associated with it as well, and to uncover it, you will need to have a functioning and staffed command center at your base.
Acts of Infamy
Acts of Infamy are really big crimes, and serve as the primary method to raise your notoriety, as well as gaining certain new minion types and technology. Some Acts are revealed automatically based on game progress, while many others can only be found through plotting. Once an Act is placed on the World Map, click it to see details, such as the minimum number of minions required to attempt the mission. Additional minions can also be used to increase your chances of success on a given mission. Once you have the correct number of minions in the region, you can begin, and your minions will automatically begin. So long as you have at least one surviving minion at the end, you will successfully complete the Act.
Notoriety and Heat
Notoriety and Heat are the two measures of your reputation in the world. Notoriety is a cumulative "score" based on all the various evil deeds you have accomplished, especially Acts of Infamy. Your ultimate goal as an Evil Genius should be to max out your notoriety level. Improving your notoriety will have benefits, such as more minions, new henchmen, and more Acts of Infamy to perform, but it will also eventually lead to enemy super-agents coming to your island. Heat is a more temporary measure, and it marks how much alarm you have raised among the agents of justice. Heat is gained by stealing, plotting, performing Acts of Infamy, or by having certain objects or parts of your base infiltrated or investigated. If your Heat level gets too high in a particular region, it is much more likely that agents will be sent to attack your minions in the region, or sent to your base. Try not to focus too much on one area and spread your Heat level around.
Research
Once you have progressed in the game far enough to have a Laboratory and scientist minions to staff it, you can begin research. You will need the lab, a Research Machine, a Database, and at least one piece of other research equipment. Your science minions will wander around the base and take note of various items of interest. Once they have found something, you can open the Research Menu at the bottom of the screen. Choose an item to research and which piece of research equipment you wish to use, and your scientists will get to work. If the experiment is successful, you will end up with a new object to be built in your base.
Tip: Base Design
You will only rarely get the opportunity to start a new base from scratch, so you are best off making sure that your base is well designed from the very beginning. You should make sure to build your most sensitive areas, such as your command center, laboratory, and inner sanctum, very deep in the mountain far from all the entrances. You should also limit the number of entrances into the base, and make sure that the entrances are trapped and monitored by the security system.
Tip: Lockers
The maximum number of minions you can control is primarily determined by your notoriety, but you can also increase the number of minions by adding more lockers in the barracks. Each additional locker will increase your minion count by one. As lockers are cheap, it's not a bad idea to build a very large number of lockers early on to make sure that you always have enough minions around.
Tip: Training
A training room is essential for upgrading your minions to the more specialized varieties. To increase the number of special minions, you will first need to increase the number in the minion menu. After that, your minions will automatically train the correct number so long as you have the following: a training room, the correct piece of training equipment, and at least one specialized minion of the right type in the base to serve as a teacher. If you have more equipment and teachers, you will be able to train more minions at once.
Tip: Room Goes Boom
Unlike in many similar games, demolishing your existing rooms and equipment is often a good idea, as you will get most of the purchase price back. So if you have extra equipment you don't currently need, or if you decide you don't like the layout of a certain room, just blow it up and try again. Be aware that you will not be able to destroy exterior structures, such as hotels, though you will be able to destroy the rooms inside them.
