Prisoners
Once nice thing about being a pirate is that you have plenty of captives to do the hard work. Prisoners on your island fulfill all the daily tasks, from farming to mining to making beer. Captives can be dangerous, though -- they usually outnumber pirates, so it will be important to keep them in line. Pirates also have to be kept happy and well-paid, or else they're likely to turn against you, too. You can click on a person to see information about their happiness and activities.
Resources
Pirate gold isn't going to be enough to support your growing encampment. Buildings require lumber, people require creature comforts and swords and cannons require iron. All of these things cost money, which you can get in several ways: piracy, trade and negotiation with other forces are common options. Be sure to construct the necessary buildings to gather island resources as well -- lumber, iron and food are all necessities right away. Watch your finances, and don't overspend.
Basics
Tropico 2: Pirate Cove places you in the role of a pirate captain, overseeing the growth of a secret base for sea raiders. You need to get structures built and resources gathered, because pirates need safe haven and equipment to prepare for their buccaneering. Of course, keeping pirates happy is no easy job (but a little rum helps). Careful management of your island and resources will allow you to build ships that can sail off to bring back more plunder.
Resources
As a pirate horde, you're also responsible for plundering! Build ships and cruise the high seas, boarding enemy clippers and returning to the island with captives and booty. The strategic map (the spyglass button) opens up a view of the local waterways, including any information on other pirates or countries that threaten you or your territory. Each ship requires a dock, and once built you can send them out to plunder as you see fit.
Buildings
Off-duty pirates and captives taken from your raids or shipwrecks perform pirate tasks such as making beer, farming corn and cutting timber. Structures for all these jobs and many, many more are accessible in the build interface. Click the hammer, select a category of buildings and then specify the structure you wish to build. Unavailable facilities are grayed out, meaning you haven't got the resources or prerequisites to construct them. Mouse over each building to see what it does.
Tip: Iron
Similarly, iron is very important. It's used to make the trademark pirate cutlasses and plenty of other things as well. It takes second priority to wood, but you will need plenty.
Tip: Overlays
Use overlays -- the eyeball button -- to see what parts of your island are good for what. Select the overlay you want to look at from the menu and seek out green areas -- they're the best for that task.
Tips: Throw Away the Key
Successful piracy means that captives will soon outnumber pirates on the island. Make sure you have adequate space in your stockades and scary pirate landmarks to keep them cowed.
Tip: Shiver Me Timbers
In some ways, lumber is more important than gold. Nearly every structure requires some, so build a timber camp and sawmill right away. Then build more.
