Citizens
Your people are your chief asset. They're the ones that do the work, pay the taxes and keep the machinery of the island running smoothly. For this reason it's important to be cautious in oppressing them; it's fine (and fun) to be a ruthless dictator, but you'll need to keep the populace under control somehow. All people have several happiness criteria which change based on your actions and the availability of certain facilities such as clinics or churches.
Edicts
Edicts come straight from the office of El Presidente (that's you). They have the force of law and can drastically affect conditions on the island. Many are greedy, cruel, thoughtless or oppressive -- but others are beneficial. Consider carefully when issuing edicts: they tend to offer benefits but take other things away. Different citizens have different views on your edicts, so take the population's temperature before going crazy.
Tip: Fancy Schmancy
Hotels are a good start, but they're not enough if you want to become a tourist's paradise. Add fancy amenities like pools and -- most importantly -- keep the hotels away from your villages. Rich tourists don't like seeing how the other half lives.
Tip: Taxes
If the mood of your populace gets dangerous, trim the taxes a little. An emergency cut can stave off a rebellion while you move soldiers into town to keep the peace when the taxes go back up.
Basics
The goal of Tropico is to administer and expand your little island paradise while increasing money and keeping people happy. You're the dictator and free to do pretty much whatever you want -- and there are plenty of options from which to choose. Building, tourism, taxes, wages and more are all under your control. Tropico includes an excellent tutorial and eight complete campaigns to keep even the most discerning rulers busy.
Buildings and Money
You'll need to build up your island's infrastructure in order to keep the pesos rolling in -- the old "spend money to make money" scenario. Don't spend too much early on, though. Several dozen buildings are available in Tropico, but it's best to hold off on many of them until you've stabilized the island. The tutorial will guide you through the building interface and offer some tips on what to build first. It doesn't cover everything, though, so feel free to experiment all you like.
Tip: Slow Time
If things get too hectic, remember that you can slow time to a crawl on your island. This helps when many problems crop up at once.
Tip: Clinic
One of the most important early buildings is the clinic. Jungle islands have a habit of spawning nasty diseases, and a high rate of sickness will make your people very unhappy.
